<P>PROBLEM TO BE SOLVED: To avoid inconvenience accompanying that an application program cannot recognize processing executed on an IC card side, or cutoff or the like of communication between IC cards when exchanging electronic value between the IC cards. <P>SOLUTION: This electronic value exchange system 100 has a portable terminal 10 and a portable terminal 20. The portable terminal 10 transmits an exchange proposal message of the electronic value V1, V2 to the portable terminal 20 destination by a driver 12. The portable terminal 20 stores an executable handler of the driver 12 in a common table 221 associatively to the message, acquires the handler corresponding to the exchange proposal message, and notifies the application program 21 of exchange proposal contents based on the handler.
