<P>PROBLEM TO BE SOLVED: To provide an membrane-electrode assembly for a fuel cell including a catalyst having excellent catalyst efficiency while being economical. <P>SOLUTION: In an membrane-electrode for a fuel cell and a fuel cell system including the same, the assembly includes a catalyst layer disposed on one face of a polymer electrolyte membrane, the catalyst layer contains an alloy catalyst made of platinum and a transition element, and the D-band lattice vacancy of the 5d band orbit of the catalyst is larger than 0.3 and 0.45 or less at the electron configuration of platinum.
