PROBLEM TO BE SOLVED: To improve detection efficiency for an intruding object. SOLUTION: A monitoring device is provided with a light emitting part 2 for emitting a pulsed laser, a rotation mirror 5 which is rotated in a predetermined direction, has a plurality of reflecting surfaces 16a, 16a in the rotation direction and reflects the pulsed laser emitted from the light emitting part on the plurality of reflecting surfaces toward an object to be monitored, a driving motor 6 for driving the rotation mirror, a light receiving part 9 which receives the pulsed laser reflected on the reflecting surfaces and on the object to be monitored or the intruding object, and a determination part 12 which determines the presence/absence of an intruding object based on information from the pulse laser received by the light receiving part.
