PROBLEM TO BE SOLVED: To provide a heat developable photosensitive material ensuring little haze, high image quality and excellent pressure resistance, and to provide an image forming method. SOLUTION: The heat developable photosensitive material includes, on at least one side of a support, an image forming layer containing at least a photosensitive silver halide, a non-photosensitive organic silver salt, a reducing agent and a binder, wherein (1) the photosensitive silver halide has an average silver iodide content of≥40 mol% and at least 50% of a total projected area of grains of the photosensitive silver halide is occupied by tabular grains having an aspect ratio of≥2, and (2)≥50 mass% of the binder is a polymer latex containing 10-70 mass% of a monomer component of the formula (M): CH<SB>2</SB>=CR<SP>01</SP>-CR<SP>02</SP>=CH<SB>2</SB>.
