PROBLEM TO BE SOLVED: To provide a coolant bacteriostatic apparatus capable of performing bacteriostatic action without deteriorating a coolant. SOLUTION: In the coolant bacteriostatic apparatus, an optically active catalyst is carried on the side face 23 of a rotating drum 20, thereby serving the side face 23 as a bacteriostatic plate. The rotating drum 20 partially immersed in the coolant rotates, thereby allowing the coolant to form a thin film on the surface of the side face 23. Then, the side face 23 as the bacteriostatic plate is irradiated with excitation light, thereby obtaining a bacteriostatic effect by a photocatalytic reaction. The coolant is made thin film on the side face 23, thereby passing the excitation light through the coolant to allow the photocatalytic reaction to be securely initiated and also increasing a reaction area.
