PROBLEM TO BE SOLVED: To obtain a cosmetic composition capable of improving a moisture retaining function of skin and having an excellent skin moisturizing effect. SOLUTION: This skin moisturizing cosmetic composition contains two or more kinds of extracts selected from the group consisting of an extract of Matricaria recutita, an extract of Astragali radix, an extract of Zizyphus jujuba, an extract of Portulaca oleracea, and an extract of Scutellaria baicalensis in amounts of 0.001-20 wt% based on a total weight of the composition, respectively.
