PROBLEM TO BE SOLVED: To prepare an emulsion type cosmetic which has high safety for the skin, hairs, and the like, and has excellent emulsifiability, moisture retainability and storage stability. SOLUTION: The subject oil-in-hydrophilic basic agent type emulsified composition comprises 0.1 to 30 wt. % of a copolymer having a weight-average molecular weight of 5,000 to 1,000,000 and containing constituting units originating from 2-methacryloyloxyethylphosphoryl choline, 1 to 90 wt. % of an oil phase component, 0.1 to 30 wt. % of water, and one or more hydrophilic base agents selected from polyhydric alcohols and saccharide aqueous solutions so that the polyhydric alcohol and/or the saccharide are contained in an amount of 1 to 80 wt. %.
