PROBLEM TO BE SOLVED: To provide a sulfuric acid decomposer with high gasification energy efficiency of sulfuric acid and to provide a hydrogen producing apparatus using the device. SOLUTION: The decomposer is equipped with a main body 170A formed by alternately stacking first circulation plates 171 and second circulation plates 172 in a plurality of layers and disposing a supply manifold 173 and a discharge manifold 174a, wherein the first circulation plate has passages 171a and pairs of connecting holes 171b, 171c communicating with the passages 171a formed in the plate, and the second circulation plate 172 has passages 172a, pairs of communicating grooves 172b, 172c allowing the passages 172a to communicate with the outside, and further connecting holes 172d, 172e formed in the plate. Sulfuric acid is supplied into the supply manifold 173, while a heating gas is supplied to the communicating grooves 172b of the second circulation plate 172 so as to heat the sulfuric acid to produce a decomposed gas.
