PROBLEM TO BE SOLVED: To provide a fixing roller whose temperature rises fast by heat generation with magnetic flux of a magnetic flux producing means and which can secure the length of a nip formed with a pressure roller while preventing efficiency of heat generation by an electromagnetic induction heating layer from decreasing. SOLUTION: The fixing roller 1 has the electromagnetic induction heating layer 13, a heat insulating layer 12, and a mandrel layer 11 arranged in order radially from the outside to the inside. The thickness T<SB>1</SB>μm of the electromagnetic induction heating layer 13 is smaller than the surface depthδ<SB>1</SB>μm of the electromagnetic induction heating layer 13, so the temperature rising speed of heat generation with magnetic flux of the magnetic flux producing means 13 is fast and the length L of the nip L formed with the pressure roller 2 can be secured. Further, the thickness T<SB>2</SB>of the heat insulating layer 12 is larger than (0.04×(T<SB>1</SB>)<SP>2</SP>/δ<SB>1</SB>), so the mandrel layer 11 is prevented from generating heat and efficiency of heat generation of the electromagnetic heating layer 13 can be prevented from decreasing.
