<P>PROBLEM TO BE SOLVED: To provide a porous proton conducting film capable of sufficiently retaining moisture in its ion conducting component, and excellent in mechanical characteristics and proton conductivity, its manufacturing method, and a film-electrode assembly. <P>SOLUTION: This porous proton conducting film comprises an ion conducting component contained aromatic polymer, and its porosity is 1-60%. The ion conducting component contained aromatic polymer is dissolved in a cast solvent to prepare uniform coating liquid, the coating liquid is applied on a substrate, and a thin film containing 10-95 wt.% of the cast solvent is formed. After that, the thin film is brought into contact with and treated by a poor solvent compatible with the cast solvent.
