<P>PROBLEM TO BE SOLVED: To apply a certificate including biological information on-line. <P>SOLUTION: In this electronic application system 100, when personal information about an applicant is received from an applicant terminal 1, a management server 3 acquires the biological information corresponding to the personal information from a biological information DB 30 storing the biological information about each the applicant, encrypts the acquired biological information, and transmits it to the applicant terminal 1 via a communication network N. The applicant terminal 1 acquires application data of a prescribed format from a certificate issuing device 2, inputs an item necessary for issue of the certificate to the acquired application data to encrypt it, and transmits the application date inputted with the necessary item and the biological information received from the management server 3 to the certificate issuing device 2 via the communication network N.
