PROBLEM TO BE SOLVED: To provide a mounting and dismounting apparatus of a wheelchair which enables a sitting person on the wheelchair to use a seat belt in a sitting posture. SOLUTION: An arm guard 70 is attached to a column 24 erected on a platform 20 for mounting the wheelchair 1 to be disposed between a lift mechanism L and the wheelchair 1. An inner cover 72 to constitute the arm guard 70 is formed by a synthetic resin material, on which a hook 76 to be engaged with a fixing hardware 32A of a lap belt 32 to hold the same is integrally formed to face the sitting person on the wheelchair 1. The hook 76 is engaged with the fixing hardware 32A in a condition that the lap belt 32 is slightly pulled out from a retractor 31. The fixing hardware 32A is pulled downward by the lap belt 32 which receives the rewinding force from the retractor 31 so that it is held by the hook 76 without shaking even by a vibration of a vehicle.
