PROBLEM TO BE SOLVED: To provide an organic electroluminecent element capable of effectively taking out light from a light-emitting layer and capable of exhibiting high luminance at a low cost. SOLUTION: In the organic electroluminescent element having at least the light-emitting layer between electrodes comprising a pair of a positive electrode and a negative electrode wherein at least one of them is transparent or translucent, a transparent or translucent base material having ruggedness of which the height difference is 0.1μm or more and 0.2 mm or less on the surface thereof is pasted on the outer side of the electrodes comprising the pair of the positive electrode and the negative electrode and on the side to which the emitted light is radiated, and an air layer is not held between the base material and the element surface.
