PROBLEM TO BE SOLVED: To provide a brush type contact electrostatic charging device which enables reduction in power consumption, prevention of attachment of active substance on photoreceptor, and reduction in amount of wear and an image forming apparatus provided with it. SOLUTION: The image forming apparatus has a contact discharge type electrostatic charging device 2, an exposure device 3, black toner and color toner developing devices 4a to d, primary transferring means 51, a photoreceptor cleaner 6 and a destaticizing lamp 7 attached in this order in the periphery of the photoreceptor 1 and forms a black and white or a color toner image by a known electrophotographic process, wherein at least the surface layer of the photoreceptor 1 is constituted of hardening silicon resin provided with charge transporting property and the contact electrostatic charging means 2 is constituted of a conductive brush. Then, as the conductive brush, the brush with conductivity imparted at least to the whole surface which comes into contact with the photoreceptor 1 is used and total number contacting fibers FS of the brush fibers in the conductive brush for the width of 1 mm in the axial direction of the photoreceptor is≥500 (the number of fibers/mm).
