<P>PROBLEM TO BE SOLVED: To provide a method of manufacturing a rotary brush suitable for the mass production of rotary brushes of uniform quality. <P>SOLUTION: One large conductive brush fabric 51 to be used for a plurality of rotary brushes 41 is manufactured, and a number of bristles of the brush fabric are cut to make the length of bristles uniform. Next, a steam iron 52 is pressed on the brush fabric 51 and is moved in one direction. At the time, the bristles of the brush fabric 51 are inclined by the bottom of the steam iron 52 while the bristles are heated with the steam from the steam iron 52, so that the bristles of the brush fabric 51 are made to have the peculiarity of inclination in one direction. After that, the brush fabric 51 is cut into strips, so that strip-shaped brush fabrics 46 to be used for respective rotary brushes 41 are formed.
