PROBLEM TO BE SOLVED: To prepare a heat-shrinkable polyester-based film having excellent pocessability, even in a low-humidity atmosphere, such as in winter, to say nothing of having an excellent antistatic performance in an ordinary-temperature and ordinary-humidity atmosphere, and to provide a heat-shrinkable label. SOLUTION: The heat-shrinkable polyester-based film has a heat shrinkage factor of≥20% in a maximum shrinking direction in heating, when a specimen which is formed by cutting the film into a square of 10 cm×10 cm is dipped in hot water having a temperature of 85°C for 10 sec, lifted therefrom, and subjected to measurement. When the heat-shrinkable polyester-based film has a heat shrinkage factor of less than 20%, the polyester-based film is insufficient in heat shrinking force as the heat-shrinkable film. Therefore, the film having the low shrinkage factor is not preferable, because the film does not adhered to a container, and the like, and causes a poor outward appearance of the container, when the container is covered with the film and then the film is shrunk.
