PROBLEM TO BE SOLVED: To provide a magnetic recording medium and a magnetic recording device capable of realizing high-density recording exceeding a thermal fluctuation limit. SOLUTION: This magnetic recording medium is provided with a substrate, a base layer formed on the substrate and including a magnetic substance, a switching layer formed on the base layer and including a magnetic substance, and a recording layer formed on the switching layer and having a structure comprising magnetic particles and a nonmangetic wall filling between the magnetic particles.
