PROBLEM TO BE SOLVED: To accurately and easily judge an individual game level for each player by distributing a problem corresponding to the game level of the player. SOLUTION: A game level judging device 2 comprises a problem registration means 10 for registering various problems for judging the game level beforehand, a problem extraction means 12 for extracting the problem corresponding to the game level of the player, a problem distribution means 14 for distributing the extracted problem to the player, and a level judging means 16 for judging the game level of the player on the basis of the answer result of the player to the problem. The problem extraction means is provided with a level registration part 18 for registering the game level of the player and a problem extraction part 20 for extracting a specified problem from the problem registration means on the basis of the registered game level.
