PROBLEM TO BE SOLVED: To provide a printing plate which can form a highly precise printing pattern, and also, can be mass-produced, and to provide its manufacturing method. SOLUTION: A printing surface side of a metal plate 1 is overlaid with a primary resist layer 2, and a printing material feeding surface side of the metal plate 1 a secondary resist layer 7. After etching the metal plate 1 by using the primary resist layer 2, its surface side is overlaid with a tertiary film layer 8, and then, the metal plate 1 is etched from the printing material feeding surface side by using the secondary film layer. The hole of the etching from the printing surface side and the hole of the etching from the printing material feeding side are made to communicate to form a through-hole 6 for filling a printing material d. By leaving the primary resist layer 2 and using it as a printing pattern forming layer, the highly precise printing pattern can be formed, and the mass-production becomes possible as well.
