PROBLEM TO BE SOLVED: To prevent pellets of a resin with a melt specific gravity smaller than that of water from mutually sticking and agglomerating (mutually stuck pellets are accumulated to make a mass) in relation to an granulator with a hot cutting process in air in which a heat-melted resin is extruded into a strand from a die fitted on an apex part of an extruder and this extruded resin is cut into a pellet-like shape in air by a cutter. SOLUTION: A plurality of spraying nozzles 24 are arranged at specified intervals in the axial direction and in the circumferential direction in a cutter box 16, and the whole face of the water film flow 22 energetically flowing by the centrifugal force of water on the inner peripheral face of the cutter box 16 is uniformly pressed with a liquid or a gas sprayed from the spraying nozzle 24, to prevent the pellets from floating up on the face of the water film flow 22.
