PROBLEM TO BE SOLVED: To solve the problem that since a swap file to be arranged by file access of an application program is arranged physically far from a file management table, or the swap file is fragmented, the moving quantity of a disk head is increased more than it is needed, deteriorating the responsiveness of the whole system. SOLUTION: The necessary quantity of arranging adjacently to the file management system is determined from swap file usage data owned by the application program is determined, a swap file area of the determined necessary quantity is rearranged adjacently to the file management table, and the swap file is recorded in this swap file after starting the system, whereby the moving quantity of the disk head is reduced.
