PROBLEM TO BE SOLVED: To solve a problem that scales of a memory circuit and its control means, and a data arithmetic means needed for a comparing operation for obtaining difference information between last and current frames, correction data generation, and a sub-field expansion sequence become large and control becomes complicated since those are individually carried out. SOLUTION: In this device, a frame rate converting means comprises frame memories 21 and 22, a timing control circuit 23 which reads 1st and 2nd video signal data out a plurality of times in parallel at a rate different from a writing rate independently of one another after independently writing the 1st and 2nd video signal data to the frame memories 21 and 22, and a moving picture correction processing data conversion part 24 which receives one of the 1st and 2nd rate-converted video signal data read out of the frame memories 21 and 22 in parallel as current frame data and the other as last frame data and generates corrected processing video data processed to emphasize changes when those frame data have the difference in signal level.
