PROBLEM TO BE SOLVED: To provide a pigment dispersant which exerts an excellent dispersion effect in a high-concentration pigment slurry. SOLUTION: The pigment dispersant comprises a neutralized product of a polymer (A) comprising, as structural units, 80-100 mol%α,β-unsaturated carboxylic acid and 0-20 mol% other monomers, wherein 20-100 mol% of acid groups in the polymer (A) is at least one salt chosen from the group consisting of an alkali metal salt, an alkaline earth metal salt, an ammonium salt, a quaternary ammonium salt and an organic amine salt, 0-80 mol% of acidic groups is free acid groups and 0.1-10 equivalent percent of terminal groups in the polymer (A) is a group represented by formula (1) (wherein R<SP>1</SP>and R<SP>2</SP>are each a 1-3C alkyl group; and X is a hydrogen atom or a hydroxy group).
