PROBLEM TO BE SOLVED: To obtain a silicone emulsion composition for forming a coating film, in which a tin compound is not used and a cured coating film having excellent adhesivity to a substrate is formed in a short time. SOLUTION: The silicone emulsion composition for forming a coating film comprises (A) an organopolysiloxane containing a hydroxy group bonded to a silicon atom and/or an R<SP>1</SP>O- group (R<SP>1</SP>is a monofunctional hydrocarbon group) and a group of formula (1) at molecular chain terminals äR<SP>2</SP>and R<SP>3</SP>are each a bifunctional hydrocarbon group; R<SP>4</SP>-R<SP>6</SP>are each a hydrogen atom or a monofunctional hydrocarbon group and one of R<SP>4</SP>-R<SP>6</SP>is a hydrogen atom; m is 0-6} and (B) an alkoxysilane and/or its partial hydrolytic condensate of formula (2) äR<SP>7</SP>and R<SP>8</SP>are each a monofunctional hydrocarbon group; a is 0 or 1}, (C) one or more kinds of metal compounds selected from a sodium compound, aluminum compound, potassium compound, calcium compound, vanadium compound, iron compound, cobalt compound, nickel compound, zirconium compound and barium compound and (D) a surfactant.
