PROBLEM TO BE SOLVED: To provide a scatter-preventive supply technique for a solidifying material, which can be easily performed even for an existing soil improving equipment without taking excessive labor. SOLUTION: After suspending a flexible container bag 5 filled with the solidifying material for muddy soil and carrying the bag into a hopper 2 for supplying the solidifying material, a discharge hole 5b for the solidifying material is made to the bag 5 thereby creating a scatter-preventive supply cover capable of preventing the scatter of the solidifying material to the outside when supplying the solidifying material to the hopper 2. In this case, the scatter-preventive supply cover comprises a side cover 6a having a bellows expansible in the height direction thereby covering around the bag 5; a ring-shaped top cover 6d installed to the top of the side cover 6a; abottom opening 6f; and a bottom cover 6b attached to the bottom end portion of the side cover 6a, and the bottom cover 6b is located closely to a flange 2a of the hopper 2 and is capable of closing a gap created between the side cover 6a and the hopper 2.
