<P>PROBLEM TO BE SOLVED: To smoothly perform determination of insider information. <P>SOLUTION: A terminal device 2 of an employee (general), a terminal device 3 of an employee (officer), a terminal 4 of a department manager, and a terminal 5 of a president director are mutually connected through an electronic information network 1. The server device 6 for insider information determination is connected to the electronic information network 1. A database 7 including an operation section table specifying an operation causing insider information, an employee master file describing operation history and the like for all general and officer employees, a question table collecting question items for determining insider information or not, and the like is attached to the server device 6.
