PROBLEM TO BE SOLVED: To provide a transmission device and a transmission method for traffic information, transmitting only the traffic information different from traffic information previously acquired by a navigation device. SOLUTION: A temporary route is retrieved from a detected present position of an automobile to an inputted destination. A ratio of present-state data or prediction data, and storage data stored in a storage device 23 corresponding to passage time is calculated in each link about each targtet area including the temporary route, and the link is set as peculiar data when the ratio is a prescribed value or above. The present-state data or the prediction data in all the links of the target area wherein the number of pieces of the peculiar data is present 30% or above are transmitted to the navigation device.
