PROBLEM TO BE SOLVED: To provide a pretreating method for decomposing the PCB-containing oil to be treated, in which impurities exerting bad influences on the reaction to be utilized when the oil to be treated is decomposed are removed from the oil to be treated to stabilize the reaction. SOLUTION: The oil 1 to be treated is withdrawn from a vessel 2 by using an oil withdrawing unit 11. A solid mixed in the withdrawn oil is settled, separated and removed in a precipitation tank 12. The solid-removed oil is stored temporarily in a storage tank 13 to stabilize the composition of the solid-removed oil. The composition-stabilized oil is distilled under reduced pressure in a reduced-pressure distillation unit 14 so that low-boiling point compounds 55 are separated/removed from the composition-stabilized oil.
