PROBLEM TO BE SOLVED: To provide a developer carrying body which prevents excessive charging in the toner caused in a developing apparatus, which holds charges of the toner in a high level and which prevents melt sticking of the toner on the developer carrying body, and to provide a developing apparatus having the developer carrying body. SOLUTION: The developer carrying body comprises a substrate and a resin layer containing the following resin as a binder formed on the substrate surface.
