PROBLEM TO BE SOLVED: To enable the patterning of a light emitting layer of an organic electroluminescent element with high precision without swelling a printing plate. SOLUTION: This manufacturing device has ink supply means (10, 12) each supplying an organic light emitting material ink, an anilox roll 14 in which the organic light emitting material ink supplied to a roll surface by the ink supply means is formed with a homogeneous film thickness, a printing plate cylinder 18 which is arranged adjacent to the anilox roll and on which a relief printing plate 16 made so as to correspond to a pattern of the organic light emitting layer formed on a glass base plate is mounted, a driving means to rotate and drive the anilox roll and the printing plate cylinder, a laser irradiation device 22 to heat and fuse the organic light emitting material ink which has been transferred to the relief printing plate that is mounted to the printing plate cylinder in being transcribed to the glass base plate, and a control means to drive and control the driving means and control heating timing by the laser irradiation device.
