PROBLEM TO BE SOLVED: To make it difficult to hit a specified random number by irregularly switching a counter cycle and to evade a fraudulent action. SOLUTION: A random number generation means decides the cycle of a clock to be supplied to a random number counter by using sound generated for a performance or noise and generates a random number. The random number generation means is constituted of a voltage converter 16 for converting the sound to a voltage value, a voltage controlled crystal oscillator 14 for generating the clock corresponding to the output of the voltage converter 16 and the random number counter 15 for generating the random number by the clock obtained from the voltage controlled crystal oscillator 14.
