PROBLEM TO BE SOLVED: To make it difficult to hit a specified random number by irregularly switching a counter cycle and to evade a fraudulent action. SOLUTION: A frequency that a clock to be supplied to a random number counter has is varied by a numerical value randomly supplied from the outside. Thus, a CPU randomly generates an optional numerical value on the basis of a program, converts the optional numerical value to a voltage and supplies it to the input terminal of a crystal oscillator, and the crystal oscillator controls (changes the frequency of) the clock to be supplied to the random number counter by the change of the voltage.
