A first transmitting unit copies information received from a node, and transmits the information to each of a plurality of nodes of a next-stage group via an active line and at least one backup line. A receiving unit receives the information via the active line and the backup lines, and discards the information received via the backup lines. A second transmitting unit transmits the information received via the active line to a node of a next-stage group. A switching unit switches, when a failure occurs, the active line to one of the backup lines. |
