A moving picture data encoding method and others valid in a special interactive environment for transmitting moving image data having information concentrated in a partial area of a display image such as a bi-directional interactive system realizing real-time bi-directional interaction. The encoding method divides an image frame constituting the moving picture data into a plurality rectangular areas and correlate the rectangular areas to a preset ROI and a non-ROI. The rectangular areas are successively compressed so that the code amount of the rectangular areas correlated to the ROI is greater than the code amount of the rectangular areas correlated to the non-ROI, thereby generating encoded data of each image frame.
