A course creation system (100) selects stores to be contained in one course when creating a course for distributing articles in a area having a plurality of stores. An information acquisition section (170) acquires information on the stores from an external system. A store selection section (112) selects stores to be included in one course according to the information on the stores. A calculation processing section (116) adds the stores selected by the store selection section (112) to the course and calculates a statistical amount decided by the stores contained in the course. When the statistical amount calculated by the calculation processing section (116) has reached a predetermined range, the course creation system (100) terminates selection of stores and terminates the course creation processing.
