A governor for an elevator, comprising an encoder (8) detecting a physical amount varying as the car (1) of the elevator is lifted and a first microcomputer (9) calculating the speed of the car (1) based on signals outputted from the encoder (8) and determining whether or not the calculated speed of the car (1) exceeds a preset first abnormal speed level, wherein when the first microcomputer (9) determines that the speed of the car (1) exceeds the first abnormal speed level, the governor stops the car (1).
