A communication control device, a communication terminal device, a server device, and a communication control method enabling a user to continue video and audio communication with a seamless sense even if a communication condition is changed in a mobile environment. In a conventional communication terminal device configured in such a manner that lower node layer information such as radio intensity and network congestion is concealed from the application, a lower node layer management section is introduced for notifying the lower node layer information to an upper node layer, so that a connection control section providing an application service generation environment can directly recognize the lower node layer information and various condition judgments according to the lower node layer information and control modification can be performed on the application level.
