PROBLEM TO BE SOLVED: To provide a battery for improving cycle characteristics, and to provide an electrolyte using the battery. SOLUTION: An electrode WINDER 20 in which a positive electrode 21 and a negative electrode 22 are laminated and wound via a separator is provided inside a battery can. An electrolyte is impregnated to the separator. The electrolyte contains at least one of ethyleneoxide and its dielectric, thus forming a covering having ion conductivity on the surface of the negative electrode 22, restraining an increase in internal resistance, and suppressing the decomposition reaction of a solvent.
