PROBLEM TO BE SOLVED: To improve and maintain a feeling of use such as a feeling of sitting on a seat by adding flexibility to a sheet heating element in terms of shape. SOLUTION: In the sheet heating element 1 provided with a substrate 2, an electrode 3 formed on the substrate 2, a polymer resistor 4 to which electricity is supplied by the electrode 3, and a covering material 6 which covers the electrode 3 and the polymer resistor 4 and installs it by adhering it to the substrate 2, because a shock-absorbing material 8 is arranged and installed so as to add flexibility at least to the covering material 6 side of the sheet heating element 1, and because a shock-absorbing material 8 is partially fixed to the covering material 6, by elasticity and deforming characteristic of the shock-absorbing material 8, the flexibility of a surface skin of the seat can be followed and without separation of the shock-absorbing material 8 from the covering material 6 even by stress due to repeated sitting, the feeling of use such as the feeling of sitting can be improved and maintained.
