PROBLEM TO BE SOLVED: To obtain excellent image by performing stable charging over a long term, by a charging roller in the case of cleaning the surface of the roller while a charging cleaning roller abuts on the surface of the charging roller on a lower side than a virtual horizontal plane, including the center of rotation of the electrifying roller. SOLUTION: A cleaner roller bearing holding member for holding a bearing 15, rotatably supporting the rotary shaft 18a of a cleaner roller 18, is integrally formed on a bearing 14 rotatably supporting the rotary shaft 17a of the electrifying roller 17, and is constituted so as to movably hold the bearing of the cleaner roller, in a direction where the electrifying roller and the cleaner roller contact/separate via a spring 16.
