<p><P>PROBLEM TO BE SOLVED: To reduce the occurrence of the odor of ammonia contained in fly ash in a hydraulic material prepared by mixing the fly ash with cement. <P>SOLUTION: The moisture in the fly ash is controlled to≤0.5%, preferably≤0.1%. The mixing ratio of the fly ash and cement is controlled in a range from 50:50 to 10:90. When the moisture is controlled particularly to≤0.1%, the occurrence of the odor in the storage or transportation of the hydraulic material is effectively reduced even if the concentration of ammonia contained in the fly ash is increased.
