PROBLEM TO BE SOLVED: To provide a recording and reproducing apparatus appropriately recording a part required for broadcasting information. SOLUTION: A voice system of broadcasting information is recognized by a kind recognizing means, switching of the voice system is recognized by a kind change recognizing means, a discrimination signal is related to a switching position of the voice system by a discrimination signal giving means, and recorded in a HD together with the broadcasting information. When a dubbing request signal is recognized by a request recognizing means, partial information of a multiple voice system being not CM between discrimination signals in which the discrimination signal is related by a transfer means or a monaural voice system is recorded in a disk type recording medium as program information. The program information can be recorded in the disk type recording medium skipping CM, a recording region can be effectively utilized, and necessary program information can be appropriately recorded.
