PROBLEM TO BE SOLVED: To accurately decide a setting position of a stopper for setting the maximum rotation position in the direction of valve closing of a rotor by leaving lift amount in a closed condition of a valve element between a valve seat and it irrespective of dimensional precision of each part. SOLUTION: A rotor side stopper part 8b is provided in the rotor 8 for opening, closing, and driving the valve element 7 by a solenoid part 10, an intermediate stopper body 6 supported in an appropriate section is arranged, and a stopper bar 2a is provided in a member integrated with the valve seat 3. The intermediate stopper body 6 is provided with an arm part 6b engageable with the rotor side stopper part 8b and an abutting part 6c engageable with the stopper bar 2a. The stopper bar 2a is arranged so as to slide and fix in the integrated member. The rotor 8 is rotated while the stopper bar 2a can slide and is rotated until the valve element 7 is abutted on a seat hole 3a.
