<p><P>PROBLEM TO BE SOLVED: To realize the efficient changeover of a communication system in a mobile communication system in which a mobile-communication terminal device 1 and a base station device 2 communicate by a radio. <P>SOLUTION: In the mobile communication terminal device 1, a mobile-information gain means 21 gains an information regarding the speed of the mobile-communication terminal device 1 and the information regarding the direction of the speed, and communication-system changeover-mode decision means 22 and 24 decide the changeover mode of the communication system used by the mobile-communication terminal device 1 on the basis of the information gained by the mobile-information gain means 21.
