<p><P>PROBLEM TO BE SOLVED: To solve a problem of a conventional method by which objective determination for a technology development level of an examined objective group cannot be carried out without requiring manual reading operation of contents by a judge though data relevant to application of an intellectual property rights such as a patent and a new design for practical use are given from intellectual property information of the examined objective group. <P>SOLUTION: A figure, in which the horizontal axis represents the number applications while the vertical axis represents an increase rate of the number of applications, is drawn, and a progress condition for each term is described in the figure. By means of one method in two methods, a development level is previously decided for each area inside the figure, and the development level is determined according to the position of the area for the term. By the other method, a development level is previously decided according to the angle of progress after polar coordinate conversion of the figure, and the development level is determined according to the angle of a shift from the previous term to the current term. When operation is carried out based on at least one of the two methods to be operated as a program, objective determination can be carried out without requiring manual reading of contents by a judge. <P>COPYRIGHT: (C)2006,JPO&NCIPI</p> |
