PROBLEM TO BE SOLVED: To provide a moving picture editing apparatus, in which editing efficiency can be improved by supporting the selection of a material to be adopted for each of scenes constituting the moving picture data, and to provide a moving picture editing method. SOLUTION: Moving picture information, related to moving pictures adopted for time arranged sequential scenes, is accumulated, search conditions of a moving picture to be adopted for a scene are inputted for each scene, the accumulated moving picture information is acquired, on the basis of the inputted search conditions of the search target scene, and priority of the moving picture information is imparted, on the basis of similarity to moving picture information in the other scene.
