PROBLEM TO BE SOLVED: To obtain a rare earth element phosphoric acid salt composition capable of emitting blue fluorescence, when excited by light of a vacuum ultraviolet region, and to provide a method for producing the same. SOLUTION: The rare earth element phosphoric acid salt composition contains a rare earth element phosphoric acid salt expressed by the formula: RPO<SB>4</SB>(R is Sc, Y or a rare earth element belonging to lanthanoids having an atomic number of 57 to 71), wherein the element R in an amount of not less than 0.01 atomic % and not more than 15 atomic % 0.01 is substituted with Mn. The manganese-substituted rare earth element phosphoric acid salt composition emits the blue fluorescence without using europium which is expensive, nor using antimony which is strongly poisonous, so that various kinds of fluorescent substances are developed by using the composition.
