PROBLEM TO BE SOLVED: To provide a perpendicular magnetic recording medium capable of reconcilling both high SNR and heat magnetic characteristic reduction resistance by setting a low necessary recording magnetic field while holding high magneto-anisotropic energy. SOLUTION: The perpendicular magnetic recording medium is formed with a soft magnetic substrate layer 13 and a magnetic recording layer. The magnetic recording layer is constituted of a first recording layer 15 having magnetic particles perpendicular to a film surface, and a second recording layer 16 having magnetic particles inclined in a track width direction.
