PROBLEM TO BE SOLVED: To provide a fuel reforming system which is compact and has little energy loss. SOLUTION: In the fuel reforming system having a reforming layer 3 for forming a hydrogen-enriched reformed gas from a raw material and steam, a hydrogen separation layer 6 for separating hydrogen in the reformed gas, and a membrane reactor 2 having a hydrogen layer 5 through which the separated hydrogen passes, a carbon dioxide separation unit 7 for separating carbon dioxide in a discharged gas discharged from the membrane reactor 2 after separation of hydrogen.
