<p>According to the conventional address conversion technique, between terminals not compatible with encapsulation, only one terminal can be correlated to one port number and a plurality of terminal devices cannot be accessed by the same port number. In the present invention, according to an access control rule defined for each device of the packet transmission source or transmission source network, access from a global network to a private network is limited. Moreover, according to an address conversion rule defined for each transmission source device, address conversion is performed and communication is performed with the global network and the private network.
